Actually it can run most high end games at 1080p at high settings for around 60fps
(if you can afford even higher than a 1060, get higher than a 1060)
Also, "budget computer" is subjective.. Your budget could be higher or lower than someone else's "budget computer". If anyone reading this sees this, for future reference.. It's always best to give your price range so someone that is helping can give you a more accurate idea of what you can get.

So this would play games at some decent settings.
It's exactly the same as a GTX 1060 6GB. I'd see if you could upgrade to a higher end Ryzen like the 1600 and throw in an SSD but this is definitely a good start. Not a bad price.

Yeah I was thinking of going with a GTX 1060 6GB or even a 1070 8GB but prices seem to jump to $800 & $1000+ fairly quickly. It bugs me that these are old cards.
As for the value - it's mostly adding up components at individual prices to see what you can build for the same price for example. This system is not bad if you will count RX 580 4GB at an inflated price, it's below average if you count it at MSRP. Plus that 1400 Ryzen could use some overclocking and I doubt it's possible here. Plus you will absolutely want SSD in it, as many times as I have tried to build a budget rig with just a single HDD (or even SSHD) I still end up sticking in a cheap $30 120GB SSD for OS anyway, it's day and night difference.
