I have never had to refill these pens, they last so long that the pen life is gone before you need to refill it. Unless you are writing a novel with it.

I bought this last time, they are great but they run out of ink very fast. I think they need to indicate amount of ink when selling these pens, there is a reason some pens are $50 and some $10.
However, for all its worth, these color are really really nice and bright. The set I got included sparkle and metallic colors.

No they don't dry as long as there is enough ink in them. Mine were ok.
