The 490 is a nice little tablet to get yourself going.

I mean, it's not helpful if you're a klutz ( told by a friend) 😀

If the picture is to believed, these are last generation. I just picked up the (non-refurb) Intous Art from Microcenter for $70. I believe the major difference between new and old is the pen, more degrees of pressure but sacrificing tilt.

Could anyone verify the inclusion of the free software with the refurb?

Edit: apparently they're giving away bonus software and a bonus stylus for a limited time!

I got a really nice Huion to fool around with (nothing serious) and it's really nice and it's huge for cheaper than the medium sized Wacom.

Wacom is good though.

Is this the best deal for an entry-level drawing pad? Specifically for somebody looking to make art in Blender?

No you could get the next generation brand new version of this for $80. Or a Bluetooth model for $100.

How are the monoprice drawing tablets compared to the Wacom? I have one but it's more than a few years old.
