Just bought this last week for the same price and have zero regrets. Action is fantastic and tone is very good. I'm a fairly decent classical pianist (played a lot in high school including competitions but have dropped off since then) who's always been snobbish about an acoustic piano, but this thing has been great in my small apartment.
I bought a fairly cheap stand - https://www.amazon.com/dp/B000BKTC08/ref=cm_sw_r_cp_apa_b6HlBbHQ92WAX. Seems to work fine so far for fairly vigorous playing.

In bells and whistles, it beats the Yamaha P-115. However, the king in this department is Casio. If you want a digital piano mainly as an acoustic piano replacement, then both are more or less equivalent, just down to your personal preferences for touch and sound.
BTW, the P-115 has been replaced with the P-125. I just bought the P-125 for $480 (see my deal post), so, if you are interested in the P-115, I'd suggest getting the P-125 instead. There aren't many differences between them, but one is current production while the other is no longer produced, which affects their resale.

Is this offer for the black version only or also for the white one?
Only the black is on sale.
They also have stock in the white -- but not black -- on their Amazon storefront, and I couldn't talk them into letting me have the $480 price there.
(Prime shipping is free for me, vs. $160 - $220 from their site. Boo.)
Anything good in the 300-350 price range with a stand? I saw the Williams Allergo deal but am hesitant on quality. This is for an first time piano for a 8 and 11 year old.

Not really in that price range. But I guess it depends how serious the piano student is. If it's going to sit around without being played after two weeks, then it really doesn't matter.
Williams is Guitar Center's house brand. I wouldn't consider it, because the quality is questionable..
When I bought the FP-30 I was just starting piano but I'm in my 50's. The key action is a bit heavy but the samples are great for what it is.
After watching a few comparisons and videos it seems the Rowland has more tone features but they are a bit hidden(read the manual) so they may be tougher to find vs the Yahmaha 125 and the Casio PX. The Rowland does midi with Bluetooth and has earphone outputs vs line outs for the Yamaha and Casio. The look of the Rowland is probably the cleanest of the bunch since a lot is hidden. Hard to balance if you get something too cheap if it will never be used seriously vs something that is of good entry quality. Guess it can always be sold to Criag of nothing else.

In terms of quality, this keyboard does have a plastic exterior, but is THE best piano sound for the price.
