The 15.6" laptop in the OP is the 2017 model upgraded to an 8th gen processor (reflected in the model number z975 vs z980).
Unlike the 2018 model, it has a smaller battery (60 Wh vs 72), no thunderbolt 3, camera lens is on the the bottom vs top and some other misc differences.
However, build quality is low at this price point. It feels plasticky (it's very thin magnesium) and the screen wobbles when I move it and use the touchscreen. The hinges are also a little loose and if you press on the lid it caves in. Supposedly they did it on purpose so that it flexes instead of cracks, to get the MIL certification for durability. I'd rather they just make it a little heavier with a stiffer frame. It feels cheap but my priority was long battery life and light weight so this fit the bill. I has an extra slot for HDD expansion if I want to upgrade it too. Battery can be replaced but this is all 6 screws, open the rear case stuff. Hope this helps!

That said, great screen, very nice feel, the weight range all laptops ought to be, and even the 15" is so light, it's worth considering if you need a bigger screen.
That said, cpu is ok for basic 2K video editing and encoding, but once you go effects heavy or 4K+, you'll want a laptop with at minimum a nvidia 1050 GPU ( higher models always better ), and 6+.core CPUs. Avid, Premiere, Blackmagic, etc. all have spec sheets for that.
Vs. A Surface? Depends on if you use your laptop on your lap often (LG) or like a tablet (Surface). The metal stand of the Surface isn't great on a lap.
Of course, there's the Surface book/notebook-like models, some with detachable screens.
With the LG, like the Samsung super lightlight models, don't expect as much support and drivers updates as the Microsoft Surface and other top brand laptops. Ie. Good for the OS it ships with, don't expect getting full OS support 2+ years later.
