Costco has HP Envy 13-ah1025cl 13.3" 4K Ultrabook @ $999.99 with $14.95 Shipping.
This is the upgraded version of the HP Envy 13-ad173cl Laptop, which normally available around $800 for the refurbished model.

Costco has mentioned worngly for the laptop to have i7-8550U which is incorrect. HP product page link below:

I am not sure of your question but this is really thin and light weight for a 13.3" inch laptop. But I don't think this is the ​Thinnest one.​

Why are laptop displays so backwards? Why do 13" laptops have 4k displays, yet 15" or 17" laptops are stuck with 1366x768 or 1080p? It doesn't make sense to me.

There are plenty of 15" or 17" Laptops with 4K display and plenty of 13.3" Laptops with 1080P display. I am not sure how you have deduced your conclusion. It is all about your requirements and how much you want to pay.
