Same reason there aren't 7.1 audio, HDR color, 3D versions of Casablanca. They didn't exist when they made the movie. Sure you could digitally fake all of those things, but most people want to see the movie in the best possible quality in the format it was created in. In this case UHD can give you a closer to original image (even things like film grain make older movies look a lot better), but lossless 5.1 audio is the best you're going to get apart from creating an entirely new soundtrack.
I don't believe any movie made before 2012 has an Atmos track. It's probably not possible. Remember, this movie is from the 70s. I'm sure someone could probably fake an Atmos track on older movies, but it would never pass certification. Sound wasn't recorded with enough channels back then.
Great deal, posted this somewhere else and the steel book in on preorder at BB if that's your cup of tea.
A pretty good deal, though I wonder if it's a brief Walmart discount as they tend to gift us with from time to time or an indication the conversion isn't that great. I know there are people upset there is no Atmos. In for 1 and repped but want to see the reviews. Unless the conversion is great I could see it becoming a 2 for $20 disc down the line...

That's sucks looks like they kept DTS 5.1, for me Atmos was the only reason I upgraded to 4K.
They do realize with movies there is PQ & AQ! .
I always wonder when they do this, is it a technical thing or just lazy/don't care/not worth it thing?

I'm sure for some films the director has input on the audio for rereleases, maybe not wanting to change the presentation from the original. This is a curious one though, since given its age it was clearly not originally mastered in 5.1, so it's already been changed.
