If you close your Saphire card recently, you will need to wait 48 months from the date you received the previous Saphire bonus before applying to get the new card's bonus points.
Be careful not to waste a hard credit pull

Also I'll get csr rather than csp if you spend 3400+ in travel, dining etc

She has one card already from 5 years ago. She still won't be approved? If not any other cars that is recommended for miles or rewards?
Do Southwest cards also count towards the saphire? Or no? Because I have one of those and it's chase. Just making sure I don't waste an inquiry.

If you already have sapphire preferred then you can't get another one. Southwest Rapid Rewards card is a different card, though it is from chase too, and doesn't count towards sapphire.
Other cards you can consider Capital One Venture. It has a 50k intro offer as well and no annual fee for the first year.

Sapphire signup bonus requires 48 months since the last time you received a sapphire signup bonus.
How long ago you opened, or closed, the card is irrelevant.
So for the guy who opened his last sapphire he's likely looking at anywhere from 10/21 to 1/22 depending exactly when the signup bonus posted- since that's the date from which the 48 month clock runs.

Doesn't matter which of the CSP or CSR you want, they are both part of the same card family in Chase's eyes. If you apply for any Sapphire card < 48 months after getting the signup bonus for any Sapphire card, you will be rejected/be ineligible for the signup bonus.

Costco CC travel point (3 points) are equal to 1.5 CSP points (2 points) earned per $1, no portal needed .

Primary rental car insurance (I once made a $5k+ claim on a rental I damaged backing up into a metal sculpture)
1:1 point transfer to many airline/hotel partners.
If you have other cards that offer those benefits or are not invested into the Chase UR point ecosystem then you won't realize much value for the $95 annual fee aside from the signup bonus.
Going to get this card only because of the bonus point ( going to have 4k + in medical bill within next 3 month.) but not sure if I will keep it next year and pay $95.
