95 af is not waived for first year basically previously it was 50k with 95 waived first year now it's 60k with 95 af so pretty much the same

It is pretty straightforward. When you use your card for ANY travel purchase (like Airbnb, airfare, hotels, Lyft, Uber, parking, some tolls, and many others), you will automatically be reimbursed, until you've spent a total of $300 on travel. In other words, Chase will pay for the first $300 in travel you spend each year with your card.

Without question, yes. The current situation is temporary. Banks (and thusly credit card companies) want customers for the long-term. One of the greatest issues that banks face is customer retention.
No one is disputing customer retention. The extra 3-month window was a good will gesture to existing customers. We agree on that.
The biggest issue that banks face, particularly in this economic environment, is credit risk. Easing spending requirements to attract new customers runs counter to the tightening of new credit approval criteria that we're seeing everywhere right now. The new spending requirement for Ink Preferred makes my point for me.
Chase doesn't want to extend new credit to more customers, they want to extend credit to better customers. That's a key piece you're overlooking.
Would I lose my bonus points once the airline issue my refund? 2/3 of the $4000 came from those tickets. I'm unable to travel to Japan due to COVID-19.

This card's benefits include most of things that involve leisurely activities (dining out, private transit - Ubers/Lyft, hotels, etc).
Most people don't earn signup bonuses from these things...but even if they did, most are still in some level of operation.
Tons of restaurants doing takeout and delivery still for example, folks still having to go to work are still paying for tolls/parking, etc...Ubereats still delivers food, etc...

I'm not sure what the excitement is about. Chase was under no obligation to extend the time of bonus. So being upset because you is silly.
And this whole idea "well I can't travel so they should t be offering a travel card" is rediculous.
I'm about to sign up for a CSR and possibly Amex Platnium. It's been my plan to get the CSR instead of Amex as it fits my needs better, I like their transfer partners better, and my most common used airports don't have a Centurian Lounge.
However, Amex just hit me up w/a 100,000 point Targeted offer. Sooo, maybe:..
To me gobbling up travel points now (if you can and not spend money you wouldn't normally spend) is like buying stock when it is low. I'm able to get more and will pay a dividend later.

This is exactly correct. By far my biggest spend is utilities. My insurance payments, water, sewer, electricity cell service, etc. Now, on most cards you don't get a multiplier for these type items. But so what. I'm using the CC to earn the signup offer on money I must spend any way (COVID-19 or not). I have enough reoccurring expenses per month to cover signup offers on personal cards. Chase as a business card that requires a $15,000 spend, which is a bit much. But most every personal card I've seen is doable over 3-4 months on my regular spend.
I can't stress enough how important it is to only spend on a CC for signup offers or even earning points on what you would spend any way. Meaning you already have the money. If you go into debt or carry a balance (or use it for travel that you already hadn't set aside the money) you are losing value if not wiping it away completely.
