tax and fees seems cheaper with data, the total is cheaper for me in NYC with data than voice and text only.
For Reference: Bill details showing NY taxes and fees were from April 2019, $11 Monthly Plan with Unlimited Min/Text & No Data. Taxes and Fees were nearly $4 extra.
