Basically, both the HP and non-HP batteries will work with all 18V tools in the Ryobi ONE+ collection, but the HP batteries will provide enhanced performance when used with brushless tools (excluding lawn and garden tools).
For example, I have a fogger that came with a 1.3 but only gets about 10 min runtime. And I'm considering the floor sweeper that really needs larger batteries.

I don't think so, but the HP version is still compatible with brushed (non-brushless) tools and will work the same as the non-HP batteries. However, since this HP battery is the same price as its non-HP version, may as well choose the HP version, if you need extra batteries now. One day you may add a brushless tool to your collection, and then you can take advantage of the HP features, in terms of longer runtime and extra power.

Yes, both batteries will work with any 18V ONE+ tool, including the 18V lawn mower.

I haven't bought a spare battery, but I've acquired five batteries and three chargers through various deals. (It's more than I need; I wish the bare tools would go on sale more often!)

True to a certain extent. But most bundles are with 1.3Ah or 2.0Ah and non HP batteries. So if you need that increased range these are killer.
