Is it worth buying an HP touchpad today?

Someone is offering me a used HP touchpad with no charger for $20. Is it worth buying? Im not planning to do much with it. I want it for when I go away to have some basic internet and email access without the need to carry a laptop with me. I read android 9 was recently installed on it with some functionality missing.

The problem is that if you get a really old version of any tablet, it's going to be a PITA to use and you'll get frustrated. I know you're trying to save money, but something you do not use is a complete waste of money. A newer Fire will be usable and not frustrate you to death.
My tablet of choice is an iPad. Works great, sturdy, easy interface. YMMV

Honestly, dude, for something that is just going to work straight out of the box with no hassles for you and at a great price point, you should just get a new Fire 7 at $49.99.

It'll do mail easily, web surfing easily, you can try out Alexa features if you want, you can add memory easily. You know the battery is good, you could return it easily if you don't like it.
I'm not a big Amazon fan, so not pushing it for that reason. I'd recommend an iPad if you wanted the best tablet.
But for what you want, cheap, easy to use, and reliable, a cheap Fire really seems to be the way to go. Slip this in your travel bag, and you're set.
