3. downloaded AMD RAMDISK from DataRAM (allows you to create 1GB RAMDISK for free)

4. I downloaded Firefox, and installed it within the 1G (Drive D) RAMDrive, I also copied firefox profiles directory there, but I have been doing this for a long time.
Whether you do this or not will not have bearing on your boot speed. Step #1 & #2 is what I think will improve your speed. This particular step I've been doing because I like the speed of browsing, and eliminates the SSD wear & tear from all that browser cache read/writes.

5. If you don't use some of the Microsoft features, you can go and turn them off; obviously this isn't for everybody -- but I have went and turned off:

Windows Fax and Scan
Internet Printing Client
Internet Explorer 11
Windows PowerShell 2.0 (including powershell engine)
Work Folders client

I'm sure others will have plenty of tips

If you're mainly web surfing and streaming tv & movies, I doubt you'll notice much difference in performance between the two processors even though the HP one is a generation newer and a mid-grade i5 vs the Dell's entry-grade i3.

But I do think that 14" vs 15.6" display laptops are entirely different. In this case, the 14" inch HP weighs 2.3 lb and the Dell weighs 4.5 lb.

That right there is a huge difference for some people, including me. I would never consider a 15.6" laptop because barring a few very expensive lightweight exceptions they are not as pleasant to carry around the house with one hand. But that may not be a concern for you at all, in which case the larger one may be a better deal.

Lastly, HP does make their laptops a bit difficult to open with lots of clips inside that you need to separate by prying around the entire perimeter of the case using a plastic spudger or a thin guitar pick. If you're not comfortable doing that, you are better off getting something that you don't need to upgrade.

I say play with it but I highly doubt you will use touchscreen much when using pc. You chosen the lowest tier processor i3 8th gen which means you got the Toyota Corolla performance, i5 you get camry, and i7 you get Lexus.

Then go with dell since their case and touchpad is much better quality than hP! Hp is made in China whereas dell is made in Mexico.
