They didn't seem to know what to do with Bajor, it felt like a planet trying to find its identity but they never really explored that. They spent more time exploring the Maquis' motivations than really diving deep into whatever Bajor was meant to be. In fact the show struggled with a lot of themes they insisted on introducing (like him being a religious figure).
But regardless of all of that it still has some of the best TV. "In the Pale Moonlight" in particular is likely the best episode of any show I've ever seen.

Excellent ensemble cast too.
Any response to this question will be subjective, but in my honest opinion, much more the latter with a little bit of the former mixed in. Worth watching if you are a fan of the series. Dont really see the point if youre not, honestly. Big DS9 fan myself.
