Some people may have been specifically targeted, but if you go through the link and have one of the required amex cards (most are fine) it should work. You don't need a platinum or any one of their ~$550 annual fee cards.
That being said, some people are not having success with it being matched but others as recently as a day or two have.

The interest you pay each month is exactly what the current rate is on your current balance. Amortization tables might seem like they are front loading interest. They are not. A refinance at even a quarter percent is a good deal - unless the cost do so is high. If you save $40 a month, then you just figure out how many months until you have paid back those "closing costs" and after that you are ahead.
Except you dont keep the loan when you sell the house, so you can buy down the rate with a refi but you never recoup that upfront cost when you sell. You need to do an NPV and make some scenario assumptions about how long you're going to stay in the house. In many cases between selling the house and time-value of money, refinancing is not worth it without staying in your house 10+ years.

Few days ago, I saw rates at AIMloan website for an investment property (15 years, 2.875% with about $400 credit after subtracting lender fee). It looked good so I submitted a full application, got a hard pull and obtained an official lenders estimate. When I called AIMloan, the officer said that their website had an error and gave incorrect lenders estimate. I am not pleased with this.

I am working with Better at 3.25% rate for 15 years (investment property less than $200k) with about $100 fees plus title plus escrow. Better said that they cannot match it.

Call the customer service number on your AMEX card and ask them about this offer. Request to add the offer and send you a confirmation, if you don't have it already.

My lender is offering 2.75% for 30 years with Zero closing cost. Is AMEX/Better.com any better? The loan amount is 300K. This is a refinance

if you have Amex card , Better will match it and you will get $2500 credit.
