It does not come with any bloatware like those other popular brands put on Windows, so I don't see the need to do a fresh install. Just do a windows update, once done, do a Clean-up hard drive, and then do a disk optimization.
You could flash the BIOS from Windows or by booting the EFI program. If you're working in Windows, you could choose the GUI app or the TUI app. The GUI app did not work for me (quit immediately upon starting to flash), but the TUI app did the trick. I ran
