This works instead of buying gold since you can convert either gold, or gamepass as a 1:1 conversion.

Yes there is a current promotion for $1 (actually it's $1 for 3 months of Ultimate) which will upgrade either Xbox Live Gold or Xbox Game Pass months on a 1-for-1 basis (up to 3 years). Discussed here

The best way to find out which one you'll get is to visit the GPU sign-up page, log in, and see if you're eligible for the 3 months for $1 offer:

If you already have a Gold subscription (but not GPU), be aware that you can only have a maximum of 36 months on your account at one time. If you buy 3 codes at 12 months each and you are a current XLG subscriber, you will not be able to redeem the 3rd code as it will put you past 36 months.
If you currently have XLG, you can instead redeem 2 codes for 12 months and enable automatic billing after each redemption for 2 free extra months. ONLY DO THIS IF YOU ARE A CURRENT XBOX LIVE GOLD SUBSCRIBER. Otherwise, if you get the free extra month(s) when you are trying to redeem all 3 codes, it will not let you redeem the 3rd code as it will put you past the 36 month mark.

If it does, you're ready to redeem the codes. If you want to be extra cautious, you can delete your browser cookies, but I was able to redeem successfully without having to do so. With your VPN active, visit the Xbox Brazil website below and log in as usual.

You can use Google Translate in Chrome if you need it, but it's pretty straightforward. Just click on your portrait in the upper right and then click on the 3 dots/ellipses (...) to access "More options." Then choose "Resgatar" or "Redeem." It will then redirect you to the US website to redeem the code(s). THIS IS NORMAL. Now you can redeem the codes as you normally would. As each code is being redeemed, it will ask if you want to turn on auto-renew. DO NOT DO THIS IF YOU ARE REDEEMING ALL 3 CODES. Otherwise it will put you past the 36-month limit. If you accidentally choose the recurring billing option, you can still fix it. Just hold off on redeeming the other codes and contact Microsoft/Xbox support. They can remove the bonus month for you and you'll be able to redeem the other subscriptions.
After each code redemption, just hit back in your browser and click the redeem link on your profile dropdown until all of your codes have been added to your account.

It will tell you how many months of GPU you will get for signing up before you purchase it. Note that it will not give you the extra 3 months, which I believe is due to the 36-month limit.

Final note: If you are still getting redirected to the Brazil Xbox site instead of the US, even with the VPN disabled, clearing the browser cookies will fix this. You will just have to log back in after.
So this does work. You just have to pay attention and know the details of what kind of subscriptions you have (or had), and follow the instructions above. I now have a full 3 years of Game Pass Ultimate locked in through 11/30/2022 for under $100 total. A savings of over $440!
