If you're using the reshade raytracing minecraft mod, yes, the 5700XT will run it.
I play minecraft with raytracing on my Vega 64 and it works just fine.

Minecraft RT is really not intensive at all, so you don't need an Nvidia card.

It's probably an AMD offer. I've seen similar offers for some of their previous cards as well. Pretty good deal all things considered, as the GPUs are retailing at well over $400

Didn't get great praise upon release. Lots of reviewers were pretty hard on it (justifiably).

You pay premium for a better built card. Too many reviews on this one that gives it a meh compared to those other 2 cards I mentioned.
