I would just apply for their amex business card - $225
But I'm wondering if it makes sense to just get the card for the $70 gift card bonus and then not use it much.

What do you mean that your credit history is locked at all 3 sites? Did you apply for too many and they blocked you from more?
You'd have to spend $20,000 last year for a $1000 PC alone. Do you have an Amazon storefront maybe?
EDIT: I guess this includes the percent back amount for other purchases, I'm assuming
