To enter the BIOS, keep pressing the DELETE key during the boot up

turn off fast restart in control panel/power option/system settings

So maybe something is wrong with this thing.
If it always locks up for you in Chrome, try Firefox and see if it locks up there... maybe it's a driver issue combined with something Chrome is doing.
