Snails or shrimp might be a better use of this tank. Or it can be used as a hospital tank when you need to treat a fish with chemicals.

Um, have you ever actually owned guppies, platies or swordtails? If you've got a couple, then you're going to have a ton, unless you only get one gender. Then again, in this tiny tank, the parents may end up eating all their children.
And yeah, zebra danios should be kept in groups of at least 5, and preferably 7 or more. You shouldn't put that many in this tank.
Frankly, you shouldn't put much in this tank.
If money's tight, keep an eye on Craigslist. You can often find great deals on a whole aquarium setup pretty cheap. There are even people giving them away sometimes.
Why would they sell these 0.4g betta starter kits then?
I feel like people here want to suggest that Betta fish love to swim around and enjoy their surroundings but even in the wild, bettas do not. Moreover, the deformed current petstore betta whether it has the overly long veiltail or halfmoon or elephant ears have been so morphed by breeders to look beautiful with huge oversized fins that these fish can barely swim.
Bettas struggle with filters - this filter is weak - that's why it's a good choice. A filter strong enough for a 10 gallon tank like a marineland or aquaclear 10 is going to be hard on a betta, especially one with long flowing fins. I've killed betta with kindness by putting them in big tanks with big filters. My current betta is in a 3 gallon tank with anubias - it's fine - I change the water 2-3 times a week.
Betta need fresh, conditioned water more than they need large tanks - a betta fish would be happier in a one gallon bowl if your house were warm enough (betta fish need heaters more than filters) and you changed and conditioned the water every day than it would be in 10 gallon tank with a filter and very little water changes.
Two factors play into what's appropriate: how active/big the fish is (space for movement) and bioload (how much ammonia they produce.)
Bettas love to have a territory to patrol but since their bioload is technically low, they can be kept by beginners in small tanks without dying. It doesn't make it ok. Experienced fish keepers can overstock the bioload of a tank by making sure they have more filtration and that type of overstocking is totally fine as long as space requirements are met (think of big schools of very small fish in a decent size aquarium.)
The real issue is when beginners think that because a fish won't die, it's ok to ignore the space needed to move requirement. It's not the same as an experienced keeper overloading the bioload side. Some fish are really active and need lots of space. Some fish are lazy and don't. Please be considerate of the living animal you're agreeing to take care of and don't keep a betta in anything under a 5 gallon. For this price you can easily get that size or larger from Craigslist or Facebook Marketplace. Or get this and stock with some of the realllly cool shrimp available!

Yes I have a 110 galon tank and have owned all of these mentioned fish, at least in some stage of the past.
