These are PWM fans, however, I see other fans that are cheaper that doesn't include PWM. What's the difference and how much of a difference is it really?

Kind of absurd to pay that much for a tiny computer fan, but the quiet reliable performance is worth it for me at least. I think it's worth having some good fans on your computer especially at this price.
It's a fan... it literally pwm spins based on readings. There's nothing wrong with running your stock fans nor is there anything special about airflow fans. CPU fans/cooler is different.
The only use case scenario would be if your fans just stop working. Then you would obviously replace them.
As for the one running at 100% off the bat, probably is on a performance setting in bios or only is plugged into a 3 pin fan controller instead of 4 (which has pwm fan control based on temp)
Check your motherboard manual and see where your fans are connected. Then go to your bios and confirm your pwm settings.
