If you're looking for quiet, premium fans, then Be Quiet (or Noctua) would be on your shopping list. This is the lowest price in close to a year, according to Keepa.

PWM basically allows the fan to be able to dynamically change its speed based off another measurement like temperature (if it's hotter, turn up the fan speed so that you have better cooling, and turn down the fan speed when it's cool enough to reduce noise.) However it needs to be plugged into a pwm input, typically your motherboard or a controller (4 pin), compared to your basic 3 pin inputs.
Anyone have comments on this vs. Noctua NH-P14s redux-1200 PWM? Noise and airflow seem similar. 80k hrs for BQ and >150k for Noctua is only difference I noted. For the extra $2, Noctua seems like a better deal but am I missing something?
Excellent choice if you're not into fans with rainbow vomit lighting

Great price on some of the best fans on the market. For people that want RGB, Phanteks Halos work great.

Mostly $16-18 range in the last 3 months for reference. Thanks for posting OP.

Edit: I'm talking about amazon prices (not ebay)

Does anyone have a lot of info they can drop on me?

These are PWM fans, however, I see other fans that are cheaper that doesn't include PWM. What's the difference and how much of a difference is it really?

Good deal especially when good non-rgb fans go upwards of $20+ each. I got two Phanteks fans to replace the loud shitty ones that come with AIO's and those cost me $20 each on sale!

Kind of absurd to pay that much for a tiny computer fan, but the quiet reliable performance is worth it for me at least. I think it's worth having some good fans on your computer especially at this price.

Hmm it would cost me $60+ to replace 2 case fans and 3 radiator fans... or I could just put my PC in my closet.

It's a fan... it literally pwm spins based on readings. There's nothing wrong with running your stock fans nor is there anything special about airflow fans. CPU fans/cooler is different.

The only use case scenario would be if your fans just stop working. Then you would obviously replace them.

I have two of these 140mm PWM and really like them. However, I can't get them to run at their full RPM speeds. I also have a 120mm of this same fan and it runs at it's rated speed. Is it the fan or my motherboard? MSI B450 Tomahawk

Your motherboard bios probably has them dynamically adjusting based on the temp. If you go into bios you can probably force them to run at 100% or whatever custom fan curve you wish, but if they're cooling adequately I don't see any reason to run them at 100%

As for the one running at 100% off the bat, probably is on a performance setting in bios or only is plugged into a 3 pin fan controller instead of 4 (which has pwm fan control based on temp)

Check your motherboard manual and see where your fans are connected. Then go to your bios and confirm your pwm settings.
