It looks like AT&T may be starting a new promotion for the start of the month. I just went to my account to see what is offered since my 100mbps fiber plan is about up. Only 100mbps($45/mo) and 1000mbps($39.99/mo) is offered, no 300mbps is offered, but it was available a day ago for $40, and I saw an ad for it on TV today. If you have AT&T internet, check the plans offered in your account dashboard. There is no mention of equipment charges, but this is for a bundle. Southern states.

Before, the only discount on my account was the $20 off (making the fiber 1000 $49.99/month) but now there's a second discount that waives the equipment fee. I'm not sure if my previous complaints to them actually/finally reached someone and went through or they're just giving those credits out because they F'ed up on the wording of their promo or some other reason. What's weird is my first bill has already been issued and paid but I still have 12 of 12 months left for both credits. I would have thought that would have been 11 of 12 now. I rechecked my first bill and the $20 was applied but the $10 wasn't so I know this is definitely a recent addition to my account.
Was $49.99 for 12/months (1000/1000)
Website said equipment fee was waived and $100 rewards but of course website didn't work so I tried over the phone when I ordered and it didn't include it.
Anybody have any luck getting those after the fact?
Also their online chat isn't working
I don't really want them running new wiring through the attic, etc.
Can they use an existing ethernet/cat5e (I think) cable from the exterior (where fiber comes to house) to where my modem will be in a closet? (or will they want to run all new cabling?)

The hurdle for your needs will be that ONT box, it's what translates the fiber signal to Ethernet. The ONT box will need to be indoors (it's not weatherproof) and be near a power outlet. Google image search for "att ont box" and you'll get an idea of what it looks like. Older installs had a cover plate to hide the ports on the bottom but mine (and I suspect newer installs) don't have that ports cover.

Talked to a rep while doing the plan change and he did confirm no equipment fee and no contract as my current contract ends in May of 2020.
they said they will come back this Thur or Fri. The technician called before his arrival and asked if my family travel anywhere the last 2 weeks.
