1) Seller is PPDG. See all the threads where buyers lost $$ on their GCs from being hacked. So a little bit risky.
2) Most important to me. Under 10% savings (8.33%), even if you count eBay GC as cash (which I do not) = not a good deal for me.

I would rather have the Ebay card over a BB card any day. If you worry it will get hacked, buy something the day you get it.
PPDG only messed up one order for me once when I ordered a $100 Ebay GC and they sent a $200 Sephora card that I brought in to JC Pennys and got a physical GC that I flipped on ebay for like $180..
yes as with ANY GC it is best to use ASP..
I am thinking I might go to Target and get a Ebay GC (5% off) to buy a years worth of Netflix..

You cannot pay with eBay gift card for Netflix gift card. I tried and it did not let me.

YMMV, but several times a year you can get Netflix GC (or any other GC) at 20% discount at Amazon using Amex card. I bought 5 x $50 gift cards in the recent promo that was in January.
Why do you even go to Target to buy eBay gift card? Why not to buy it online? Nowadays the less you go to the store the better you are.
For example, Kroger runs 4x fuel points on any gift card which saves about 5% in fuel if you fill at least 13 gallons. Combine this with 5% discover, 4x AMEX gold or 6% AMEX blue cash preferred in grocery stores.
If you have CASH card, they currently offer 10% instant cashback at Walgreens, Dollar General and any grocery store for upto $7.5.
Paying subscription with the Netflix gift card saves you tax as well. I did it two days ago for their basic plan. I redeemed $25 and my left over balance was $25 - 8.99 =$16.01. It seems like they treat the gift card PIN as some sort of promo code.

You cannot always time the purchase of a GC to when you need it if you are trying to save money on both the GC and the use of it.
Short story is there is no easy or perfect answer, so I always decide based on savings going in and coming out, my needs (timeframe) and my trust level. Not a good enough savings on this deal (even if it weren't from PPDG) unless I needed to spend both immediately.
