I know nothing of that seller, so no comment there.
But I did pick up a refurb ATS-1070 for $100 about a year and a half ago, and I still like it. If I could do it again I'd probably opt for something with an external subwoofer. The built in "subwoofers" are obviously a little weak, especially at higher volumes, but overall the soundbar sounds quite good.
Definitely a huge improvement from most all TV speakers, and better than most soundbars I've heard. ARC/HDMI works and plays nice with my TCL TV. BT works, too, and I've used it a little with an Android phone, a laptop, and an Echo. If mega-bass is your thing you'll need a sub (the 1070 has an RCA plug for one), but for TV, movies, gaming, and music at a reasonable volume (better clarity than cheap or generic soundbars, and louder), this isn't a bad unit. That said, it's old now, and you may be able to find better for the price, I don't know. Not sure how the 1060 compares, as it looks quite a bit different.
Better to skip these mediocre all in one Yamaha bars and grab a Vizio sb3621 with wireless sub for $99 factory renewed direct from amazon with 90 day warranty. It will smoke all these tinny sounding Yamaha bars and is widely regarded as the best sounding budget soundbar for under $300. I have a couple of these Vizios and can confirm they're pretty darn great for under $100.

Repped over Black Friday to upgrade a 65' V Series in the bedroom, brand new from Walmart.
Pros - Noticeable upgrade over tv speakers, not an audiophile but pretty clear dialogue audio, bass is average esp for NBA games (miss those...), ability to consolidate remotes using vizio tv remote, no regrets for something under $100.
Cons- No HDMI Arc on this model, have to manually turn on sub button to pair, sometimes sound seems inconsistent, but it could be an alleged YTV issue when they intentionally increase the commercial audio.

I notice that back in 2017 CNET regarded the Vizio as the best sub-$300 soundbar. The specs indicate it has no HDMI port. How does ARC work without that?

The Vizio 2.1 bar doesn't have arc. You don't need arc anyway, the Vizio bar can be controlled with your existing tv remote. Ironically enough, the hdmi arc failing is a known flaw of the Yamaha bars. I've owned the ats-1060, 1070, and 1080 bars and the arc failed on each in under 6 months. I used a separate powered sub with the Yamaha bars as without that they sound like a tin can. The Vizio is a much better value for better sound right out of the box.
In general, yes, but this discussion is comparing a vizio bar with a separate sub to a Yamaha without. For the same money the sub is a huge difference, you can't get very good bass from any small bar like this so the sub is a big factor.

Ive bought a couple of the refurbed ats-1080 yamaha bars for $99 at amazon. REALLY good sound for a bar.
NOT tinny at all. I have a full Klipsch (big speakers) system in my LR and these bars are REALLY acceptable for other rooms. I wouldnt have one and call it a home theater, but sound is good and full and will more than fill any bedroom within reason.

Have mine using using ARC to control on and off with TV while using Optical for the feed. (technical reasons for that choice)
