the one Blu-Ray release of this (United States) does not include a digital code, and being a Disney/Buena Vista title, $9.99 is a very good price.
I mean, it sucks that we have to say $9.99 is a good price for a 23 year old digital copy of a movie, but yep.
Sure, you can get other digital movies MUCH cheaper...but is it about buying a cheap movie because it is cheap, or buying a movie to own that you love? I'm sure you could get a real good price on 'Book Club' or 'Transfomers The Last Knight'.

This isn't some great must have movie. This is a 23 year old movie that is cheesy but good. It is not a classic or a vault movie. $9.99 is not a deal no matter how much you like Nic Cage.
I think there is actually a broader Disney/Buena Vista sale going on, with Crimson Tide down to $9.99 at Vudu. Not a movie I'd buy for $9.99, but if you really dig sub movies, that's a "good" price to jump on.
