I guess that precludes buying AT&T phone numbers on Ebay. There are sellers of numbers from other carriers, but they cost more.
T-Mobile is about 7 dollars. I believe I know how they get these phone numbers. They make an account and get a phone number. You have to add a balance to the account to get service. After 21 or so days, the account is closed due to inactivity. Before those 21 days, you can port out to another carrier and pay for service there. I believe you can get free Att porting numbers this way.
