I activated on 5/6, called same day to get the split accounts merged. Received an email on 5/12 that 1st bill was ready to view.
Right after the rep made the account merge on 5/6, I received an email from AT&T Services with the title "Hello, Review your AT&T Order", which linked to an Estimated Bill.
No bill or emails for me and I activated on the 9th.

I also had to have my accounts merged but I did it after a few days, meaning I accrued some charges I'll get it back in prorated credits(?) according to the rep. Who knows what is going to happen with those.

Interestingly, the order details on profile show as this, which I assume isn't accurate.

Your next bill will include:
Since you made a change to Wireless service today, we include 28 days of partial monthly charges:$24.00(May 11 - June 08)
Your ongoing monthly charges, including AT&T Fees and Surcharges:$149.86(June 09 - July 08)

As I posted earlier, I activated on 5/6 and got the split accounts merged the same day. My 1st bill includes prorated 2 days (5/6-5/7) and a full month (5/8-6/7). Attached are the estimated and actual bills.

I activated 5 lines on 5/11, initially I saw 2 groups, first one with 1 line and 2nd one with 4 lines.i had a chat with Cust care and got it merged on same day (5/11). I still see no bill generated (usually first bill is generated in 1-2 days after account activation?). I see one account with all 5 lines listed under it
Even I activated all 4 lines on 5/12, still no bill generated.
I had a chat with rep couple of days back, and he said first bill is generated in 7-9 days...

In live chat a few days ago (in answer to my question about activating later), the rep told me the sims will automatically activate 7 days after receipt. So it appears you could just wait 7 days. Can you tell us folks who never got their orders to go through what you did differently on your last try so we can all learn? Thanks.
I asked the same question through a DM on AT&T's twitter page and they said 7 days from when you receive the SIM card.
"Hi Slickdeals member, happy to help. You'll have your SIM cards activated automatically 7 days after you received them. Let us know if you have any other question. ^KevinR"

I received the first bill, 140 + taxes ++ blah blah but no autopay & paperless bill discount.
Customer service says it won't until 2-3 billing cycles. Anyone has similar issues ??

It seems to be hit and miss. My 1st bill had the autopay & paperless bill (APB) discount applied. Someone else had to call in. The disclosure does say that it could take 1-2 billing cycles, so you don't really have a good case to fight them for it.

First bill for 5 unlimited lines came to $228 per month. I was afraid the extra fees would be exorbitant compared to Verizon, but it's *only* $4ish per line. I am chatting with the rep to get $50 autopay discount applied, so all in all, att is not as bad as I'd expect it to be so far.
