Almost all smartphones, tablets, and laptops have a much higher pixel density. For example, an iPhone 11 Pro has a resolution of 2436x1125. ON A 5.8-inch SCREEN. That's 458ppi. You don't think they scale things up? 4K res on a 28-inch monitor is only 157ppi. That's literally 1/9 of the pixel density in the same display area size. I don't see anyone wishing to downgrade to 360p display on a phone, but for some reason, people always bitch about this when it comes to monitors.
Tl;dr: Higher resolution is almost always a good thing. Sure, if your laptop or device doesn't support the max resolution and you can't utilize 4K output, that's a different story. But, if it can, worst case scenario, just scale up the display or certain apps to your liking. That way you can still get the best quality picture when you need it.

It's hard to say one is better than the other. I have always preferred dual monitor because one can be used vertically for programming, and I like being able to split tasks or windows evenly. That being said, I have friends who swear by their ultrawides saying they are way better.
