Properly constructed concrete slab is absolutely the best no matter where you are. But depending on your situation, pressure treated wood or simple concrete blocks for a base might be okay. Rare would be the situation where you could just spread some gravel on the ground, much less just plop this (or any other shed) right on some lawn or patch of dirt.
