Anyone have a problem with weeds popping up when using this mulch?

Lot of negative reviews, is it still a good price to invest? New to lawn care.

First 40 bags looks great, came back for 30 more but this pallet was wet and have some mildew in it. But overall it's much better than the Scott's NatureScape.

I like the finer shredded mulch.

I have had ZERO issues with weeds when using this product. I do keep a 4 inch layer of wood mulch down in my flower beds, I have put 4-5 inches right over grass when making a new flower bed with no weeds coming through. I don't use any weed clothe under mulch, but have laid the plastic bags the mulch was in or news paper, but found that just using mulch works fine.

How to know when existing mulch should be replaced with new mulch?

I replace my mulch every year to refresh the curb appeal.

I used this much last year and it was total garbage. It had a ton of laminate wood, wood trim pieces, etc. in it. Looked like construction debris.

Also, a lot of mold in it as others have mentioned.

Good mulch will be very warm because heat is generated in the decomposition process. The Scott's mulch I bought last week was great mulch. This Lowe's mulch was a cold bag of moldy construction refuse mixed in with a little mulch.

Where are you? The stuff here in So Cal is nice and warm and doesn't have any of those negative characteristics you described. Maybe it's due to poor storage wherever you are or no?

In my experience this is my favorite mulch. It's much better than Scott's. I do believe that mulch quality varies by area.
