^^ That link should bring you to your Paypal Business Debit homepage. You should see the offer there.
Anyone with a Paypal Business Debit card can get some pretty sweet cashback rewards that you must activate in your Paypal account. Either unlimited 1.25% CB or $20 CB for every $1,000 spent (2% CB). Whatever offer you choose will pause your normal unlimited 1% CB until September 30th.
I'm guessing this is the most generous CB reward given for a debit card currently. Nice!

Yes noted always hit credit so it doesn't go via the debit option.
Perhaps use Paypal to pay down another card's spending?
Samsung pay cashback
Got it, just confirming the math. Interesting way of making you choose between the 2 options, I read the cashback is paid weekly too, so it looks like check your running spend total from the first day of each week to the last and ensure you're spending into the next $1000 and not just under to make the most of the $20 per $1000 option!
1. is their offer of the cashback is valid till September 2020 only?
2. is it possible to pay mortgage with this card?

For instance, my June Ebay bill is over $6,000. I'm going to pay for my Ebay bill with this card (I activated the $20 per $1,000) and I'll get $120 back just for paying my Ebay bill. Not bad! I've used this card in the past to collect 1% CB by paying my ebay bill, so I know that works. I had to pay my bill anyways. I'm just getting free money back by doing it.
Everyone knows the difference between cc and debit cards. Many just don't see a reason for this over the cc. Only usage I would see is paying off mortgage but is that even allowed with a simple debit card without an actual bank routing and acc number? You can't pay car payments with just a debit card either. I'm just trying hard to find a reason for this use so I can decide whether to get it or not. Now if you tell me we get a routing and acc number with this somehow, that might change things...but you dont right?

It costs nothing to get it or maintain it, no fees. You can get cashback with it since bank debit cards don't have offer any.
If you have lots of cash going into your account it provides easy access to using that money. I understand a CC has much better return most times. They also have interest if not paid off and other fees perhaps and a credit check. Since this has none of those it might be an option.
