Popeye was neither of those things. Did you watch the cartoon?
Popeye was constantly breaking up possible sexual assaults, kidnapping etc by a guy that pretended to be his friend. Despite his girlfriend with the wandering eyes, his friend that never paid for his hamburgers, and his delinquent nephews, Popeye was a gentle soul.
Do not forget. Some of the earlier Popeye cartoons could be in public domain.
