I assume a cheap receiver such as "Denon AVR-S540BT" or "Pioneeer VSX-534" won't be able to drive it? What would be the best budget receiver for it?

It is much more common for people to damage speakers using too little power (Due to amplifier clipping) than too much power. The options would depend on your budget and number of channels you want to drive. Keep in mind the more channels the harder the AVR has to work so you end up with less power per channel. So I would avoid a low end Denon product like the one you posted.

the 2 caveats to buying refurbished equipment are that the item is FACTORY refurbished so that it retains the manufacturers warranty and that they have a good return policy. it is a good way to stretch your budget as you will save about 20-40%.
