Then sell the unopened Note20 right away, after getting it unlocked. Given the pandemic, I am pretty sure Costco reps would be ok with that, rather than make you open both phones in a busy store full of potentially infected people?

That is not what this statement is referring to.
I had to initial this on the paperwork for the Note 20 Ultra pre-order. This is pretty much saying that the new lines can't be cancelled before 90 days after purchase. In the past as soon as we got the rebate we could cancel the lines (usually within 2 months).
Found this in the pre-order thread. I'm going to try this, but we can't try it until after we get the phone. Basically the code is what you'd put into the coupon code box when ordering from the Samsung Shop app? Hopefully it works.

Best way to make sure the 4th line is cancelled is to port it out.

Historically, it's a lie about cancelling NEW lines, because saleperson will get bigger commission if new lines are kept 90 days and above...Sometimes costco rebates comes pretty fast, within 30-40 days of filing.
However, to get new tmo promotion with add a line, your account must NOT have cancelled lines OLD/PREVIOUSLY 90 days, unless you reactivated your old lines, in addition to the new add a line.
