You can enroll in auto-renewal at the same time you complete your online redemption if your state requires you pay sales tax. Tax will be listed under Order Summary on the membership checkout page.
If Tax is listed as $0.00 in your Order Summary, you will need to enroll in auto-renewal after redeeming your membership. You may do so under the Membership Details section on your Costco confirmation page or from your Costco Account Details page.

edit: Groupon has confirmed in this thread that both the $40 off $250 online code and the $40 Shop Card expire at the end of January.
Also, the Groupon offer itself is available until August 31st.
Remember to sign up at BEGINNING of the month as membership always expires at end of month, 13 for 12.

I can't really justify the $20, either. I only shop online, and warehouse prices are often lower. And the $40 off $250 isn't that much if you don't even purchase $250 at once.
People love the Costco in our area - it has an amazing selection of high-quality stuff, with a focus on the gourmet, interesting, healthy, organic, etc. - but with fairly affordable prices. And unlike so many places in my area, it's still relatively less pretentious, with lots of families, small business owners, and humble/ordinary people shopping there.
The Costco.com clothing selection is pretty decent, though they tend towards very casual and plain, probably reflecting the Kirkland/Seattle area's vibe.
It's true that you can probably find stuff cheaper if you do more couponing combined with sales at ordinary grocery stores or drug stores or shop at ethnic markets. But Costco is about more than the price - it's about convenience, decent service, and quality/selection.
My family and I are not particularly low-price-oriented shoppers, though we do look for value. We're moderate-level shoppers who look for everything - convenience, quality, aesthetics, healthfulness, and value, and we're not focused on the lowest possible price for everything.
Sam's Club has really stepped up their game and I can find some good national brands at Sam's that I can't at Costco. That being said, Sam's has much fewer locations but thankfully I have one near me. BJ's is a very distant third/last place.
Note: I've rotated memberships for the past few years to all 3 clubs, so I speak from personal shopping experience.
