It's 4 years since receiving the sign up bonus.
You have to wait 4 years since opening the first one before you can get another.
The application date or the card open date doesn't matter. What matters is the date that you received the sign-up bonus. That date is probably the closing date of the statement in which it was awarded to you.

For example, if you met the minimum spend for the sign up bonus in the first month the card was opened, the statement closing date was probably October or November 2016. If you met the minimum spend in the 3rd month that the card was opened, then the bonus may have been awarded in January or even February - again, depends on the statement closing date. You can check your first few statements in that account to know for sure.

Yet if I try to refer someone for this 80k deal and get the referral bonus, Chase only offers 60k for the new sign up. Have to go through Chase website or SD

So I just got this card a couple weeks ago for the 60,000 point bonus offer and haven't purchased anything with it yet (Rewards points still at 0, statement balance at 0). Can I just close the account and then apply for the 80,000 offer?

I have to say, given the 3x on dining with the freedom cards the sapphire preferred doesn't exactly make much sense any longer for general spending (other than the welcome bonus / transfer).

What are the chances this will get refreshed in the near term...

What's so unusual about that? Banks hand out commissions for each approved sign up to websites. Why do you think credit bloggers exist? These guys don't work for free. It's an entire industry of shills hawking credit cards. These should thought of as simply another sales channels for card card issuers.

Another method that should work is to purchase gift cards to places that you already will be spending money like grocery, gas, home improvement stores, etc. If you can be disciplined to only spend those when you need them, good on you. Also you can look into paying any big bills like insurance or other companies that don't charge a fee (some charge 3%).

Send yourself money from PayPal to PayPal pay the fee comes out to like 120 bucks still making $$$

I wouldn't do it. This is how credit card companies make money -- they're trying to get you to spend more than you normally do. Unless you naturally spend this much already this month, I would be really weary about changing your spending habits to score on a deal. I would aim for a card with a less aggressive sign up bonus.

1. Because Chase does not allow for cross-product referrals for the UR-earning cards like AMEX does for their cards (or as Chase has started doing within the Marriott and Southwest card families). Basically, b/c that is their particular business decision.
