There may be easier ways, but I've always added my lines via T-Force (Twitter), so I don't know.
However, in my account (TMO One) I don't have the discount. Instead, the new line is just added with a $0.00 monthly cost. Is that the same thing?

It is not required to be on the same number all the times. I did it before, I just make one phone call, send 1 out a couple text msg and go online for a few minute to just show the phone is active with that number, then i switch sim to my regular number on the new phone.
