This 2Bay server is good but only for small libraries, to have good sized Hard drives in 2 bays will cost more that buying a 4 bay server and fill it with smaller hard drives for the same capacity.
Synology has always been better than QNAP, they just cost more. But the software experience is worth it.

I doubt it would be powerful enough to support it. 4k transcoding is dependent on the processor power.

I have a slightly more powerful QNAP and it struggles with video streaming (4K, etc) so I am guessing this won't cut it.

Do you mean direct/local playback? For example... an MKV file to Kodi or SPMC or playback on a connected PC? It should work fine, as it's just hosting a file.
I don't have this model, but I've had slower processor NASes befor that do this as the processor isn't really used in this scenario.
But if he's referring to direct playback (no transcoding), then as long as his hard drives are spinning fast enough and his network connection is fast enough (both should be), then it's not a problem.
