I just checked around me and it looks like some stores are starting to drop Persona 5 Royal to the clearance price of $20. These will probably go fast. The majority of stores are still at the regular price of $50, but this is definitely one to watch and look out for. I'll put Brickseek links to both the regular version (this is the one where I've found most copies at $20 still in-stock) and the Steelbook version (some may get lucky and find the steelbook in-stock and discounted).
Please don't shoot the messenger if your store isn't discounted yet. This is a good one to save in your bookmarks and start to monitor.
Excellent deal. I can see it available for some stores 15+ miles away, but no change at the stores nearest me.
I'll have to figure out if it's worth driving out this weekend to one of the places that has it in stock, or if I should just sit tight and hope that the price propagates eventually to the ones near me.

I didn't realize there was a difference. I was actually planning on playing this soon after the PS5 drops. Looks like it may be the standard edition with the PS Plus Collection. What exactly are the differences?

According to my daughter they are the same game but Royal has more new content, that's all I know, she described it as "like DLC" already added to the base game.
Someone more educated on this particular game may be able to give more insight.

Good deal. Spent $60 on this game a few months back. Well worth it even at that price. I played through twice, haven't done that on a game in years, and clocked close to 300 hours of gameplay. One of the best RPGs I've played in years. I'm new to the Persona series and was think of even getting Persona 4. Might just wait until Persona Sramble comes out in US. Supposed to be kind of a Hyrule Warriors version of Persona but is also being called a legitimate sequel to P5R.

The general consensus is that if you already beaten the original version, really no need to re-play Royal. But for somebody who has not played the base game, then Royal is the version to play.
Most notable is a new playable character and gameplay tweaks.
I loved Persona 5 but given how time consuming the base game was, my limited time is better spent whittling away at my backlog of games I haven't played before getting to redux versions of games I've already beaten.

Royal actually has some notable Quality of Life Improvements. The gun system in the base game is just terrible, and is much more usable in Royal. There are a lot of small changes that add up to it being a much better game overall. The additional character and dungeon are pretty meh overall, but if possible I'd highly recommend Royal over Vanilla for all the other small changes really do add up.
Ps plus collection is just going to be base P5 just to put it out there.
I played base P5 and Royal and it was a fresh experience both times. For $20 it's a win whether you're new to the series or itching to playthrough it again imo. 20 hours of new content and optimized performance
