I don't know much about toolcent but it seems that they have decent reviews and have been around for some time.

There are only 18 ratings on it. While only 3.4 stars, there are multiple 4 star reviews from people that got their items. The first rating is from December 2018, so they aren't brand new.
I couldn't find info on Seagate's website about the ST8000DMZ04 model, but the info for the ST8000DM004 said it is an SMR drive. :-( So likely the same drive that's in the Seagate external HDD that will go on sale for $120 + tax at Costco at the end of this month.
Even after considering the sales tax, you could save over $10 by waiting for the Costco sale and shucking the drive. (Of course the amount saved would depend on the tax rate in your state/city.)
If this were a CMR drive, I'd consider getting it over the Costco deal. As things stand, I'll wait.

At first I was concerned about the packaging because there wasn't a sealed seagate box. When I looked it up online, the packaging is the same other people have received seagate drives. Essentially it's a sealed static free bag and the box it is in is up to the seller.
The drive looks new but I am not sure if there is a way to tell once plugging it into pc.
