Can you share details on that promo last year?
I did the $400 GC with Walmart in 2018 for iPhone 8+ (Verizon) and $400 GC with Sams last year for iPhone 11 (Sprint). Both times, I was told what was available in stock, pick one and gave an appointment for a later time for activation and given the GC on the spot when everything was completed.
2018 - For VZ, phone came unlocked, which VZ doesn't do any more as it requires minimum 60-day period on its network. I closed the line within 3-days, no activation fee $7.xx paid for service.
For Sprint, opened a new paid line, which surprisingly added with existing 4-line BYOD account. Paid off device and closed new line ($10.xx paid for prorated service for a few days), and moved the phone to one of the BYOD lines. I was able to flip the Walmart GC with this Vanilla MasterCard [walmart.com], and pay off portion of the device with Sprint.
With current situation, unsure if going in-store is worth the trouble and if Sams would bring this same promo for iPhone 12.
The agreement we sign says that we need to return equipment back to retailer if closing service within 14-days, but it never seems to be enforced which lets us get away with paying off device and closing the line / account with prorated charge and no activation fees.
TLDR - Do it at your own risk, as rules are becoming stringent and less flexible over the years.

If AT&T was blocked then from purchasing T-Mo, but T-Mo now bought Sprint - no clue how many big carriers will be there in the next few years.
The so-called Uncarrier now has 30-month financing / bill credits for iPhone 12 just like AT&T. How times have changed!
Regarding 5G, it's a gimmick so pointless for now. By the time 5G is everywhere your iPhone 12 is pretty much trash and need to be upgraded.
