I think this will only hurt gaming performance of the RTX 2060, by maybe 5-25 fps compared to i7 9th gen and i7 10th gen. But really gaming dependent.

But honestly, if you have the $$$, I would probably spend a little more for a newer faster cpu, there are other deals competing this past week in the $1000-$1200 range. But some of those deals are gone.
No doubt, this deal deserves a look for those who will never spend close to a $1000 for a gaming laptop, but always wanted one for a lot less. This will sell out fast since it is easily accessible as an online order, and not one of those "disappointing/upsetting" YMMV strike out Walmart B&M deals...

If were to build a desktop with similar spec, would that be cheaper and more upgradable? Does that makes sense to build if mobility is not an issue?
You should stick with a desktop if portability is not a issue. Gaming laptops are notoriously LOUD, much harder to upgrade, and have parts that are far more likely to crap out (dead battery or broken hinges, etc).

Building a desktop with these specs would likely be more expensive. $300 for the video card alone, though it would be a slightly better desktop version of the card.
If you don't already have all the peripherals (monitor, keyboard, mouse) then there's no question building a desktop would be more money.
