1. Motherboard is potentially a dell proprietary, having non standard connections. May limit upgradeability.
2. Weak and potentially low quality power supply. Limits upgrade ability and reliability.
3. 1x 8gb stick of ram. If you don't add another stick on your own you will be stuck running in single channel instead of dual channel. Limiting your performance until you do upgrade.

Moderate games on moderate settings at 1080p should be fine. Higher resolutions and more demanding games are going to be rough.
What would scare me the most is what others have mentioned regarding upgradability. Based on the drawing on the product page, the motherboard looks weird. It could just be their graphic designer taking liberties, but it looks it actually has the ports for the front panel built in, instead of there being a panel on the case that connects via cable to the motherboard. So you're probably stuck with a 10th gen Intel CPU if you ever decide to upgrade.
Power supply is also weak at 360W and could very well be proprietary as well. That means you're very likely to either be stuck with the 1650 Super, or will have to shop very carefully for relatively efficient cards in the future, which will suck.
Since we're at a new generation for consoles and GPUs, I would imagine that the next gen of games is going to get a lot heavier, and you might be unhappy with this thing fairly quickly.
The SSD is your primary draw for quick boot speeds and fast loading of MS Office suite.
For your dad, integrated graphics and an i3 would probably be more than enough. This is likely overkill

Not all Dads are your lame dad. (Haha, that's a joke. /s tag for good measure.)
My Dad is buying a 5900x tomorrow because his 5920k rig is getting old and he's itching for something new.
I would support buying this rig and a stick of ram for anyone and general usage. It should be good at everything outside AAA high FPS/resolution gaming for quite a while. Long enough not to worry you can't add a 3090 with the provided PSU certainly
