Probably.

Although in this instance it's Official Slickdeals itself doing the shilling.
Slickdeals and Slickdeals staff do not disclose the arrangements they have with any of these companies - so it's impossible to know when a deal is being paid/promoted/boosted/etc.

Thus it's really gross case of "caveat emptor" (let the buyer beware) on Slickdeals in recently years. Profits > People seems to be the new mantra of what was once a great forum.
Keep an eye out for Red Flags:
-Generic/Unknown Brands sold by New/Low Feedback Sellers (more likely to be paying for marketing/promoting), some brands seem to use multiple storefronts to game the system
-omitted brand and seller info (makes it harder to catch repeats)
-mysterious coupon code (sometimes used as referral tracking, or at least makes you wonder how they got it)

Neewer is constantly pushed by staff, so safe bet there is some kickback/payment arrangement.

Bottom Line:
Does any of this mean this particular post is a bad buy? Not necessarily. In fact, some of these promoted posts are great prices because these smaller companies are hungry for sales/reviews/etc.
It may well still be a good value for many. However, you have to take the post and claimed popularity with some skepticism and do your own research.

Updating this posts to replies below for ease:

AnthonyG70: Or use tools such as fakespot to check seller and product grade / reputation. And camelcamelcamel to check price trend, or history.

Agree that those can be useful tools but don't assume they are fully reliable either- just as sellers have learned to take advantage of "forums" like Slickdeals, they also have become more clever on overcoming those resources.

FakeSpot and ReviewMeta type tools have become less reliable in recent years as paid reviewers and fake reviewers have learned how to craft statements in ways that don't trip red flags.
Triple Camel and Keepa usually don't register after coupon prices, so you are still comparing past "full prices" to the current "sale/promo" price.
(*Note that I am not permitted to link directly to those resources as they are basically Slickdeals competitors - if you click-through to the product from one of those sites, THEY get the affiliate commission.)
I have 6 cars so I tend to work on them late and i just use my power blocks which are only the size of my hand and smaller to power the lights making it very easy to use wherever and whenever. I also use them for my livestock, when I do my chicken count at night. They are so useful, I am not the picture taker so i don't use them for the purpose i feel most would. They are so extremely handy and they work great. I don't buy much things and often make fun of most these so called "deals" but this is worth it for sure.
Is this what is called a shill post?

I got these last deal for $22 and the parts it includes, tripod and self stick are well worth it on top of two lights. Combine with some usb charger blocks and this makes great YouTube video and under car work light. I'm a DIY car YouTuber so comes in handy.

I have these. Got them at $23 and they are honestly fantastic if you do Zoom calls a lot. Super easy to plug into my power bank and adjust.
