Same for me. I did not see the promo field (fund later) and feel like a scam now. I called them and they said No promise but i should call back after I make two direct deposit

I've done promos like this before (Chase & WF) and in both cases, their was a requirement to maintain a specified minimum balance for a particular amount of time. The bank in question uses that money to invest, therefore making more than enough on its return to payout all the bonuses and make some hefty coin for themselves.
Just make sure you know which is the promo account.

Not everyone does that. Yes, this is a loss leader, hoping to attract Capital One's checking mkt share, especially prior 2020 end.
Further, they will try to get you to apply and use their other products and services. Large Corp spend tons of money on advertising, this is just another venue.
This is how many other banks succeeded, like Chase and Citi.
