The main plus for something like this is the cruise control, not so much the speed. You need range and versatility. For kids, get them a Razor scooter.

Or the Ninebot ES2.
He is 4'8" and about 95lbs...I worry the Razor will be too small....and the segway kids versions are more expensive then this

Correct, BT doesn't work on this. But it is $450 cheaper than the Segway cousin.

Not sure which razor scooter you got, but if your kid is at least a little bit athletic and adventurous, I wouldn't get anything less than the e300 which is actually more expensive than this. I have a 10 year old and a 8 year old. I bought my older son a e300 and my younger daughter a e100, and my daughter grew out of hers quick. It's not that it wouldn't move due to her weight, but she was always asking her brother if she could ride his. But I wouldn't get her this scooter. she's actually rode on it as I purchased this at the $298 price but was way too fast for her liking.

After having said all that maybe the best option is for you to keep the $69 scooter for the short term and purchase this as her next upgrade.

Does not fold means won't fit in a trunk. Last time Newegg sold renewed scooter bunch of us go really beaten up scooters. It is nice though that this one is sold by walmart
