For a Black Friday slickdeal on a small 21" desktop monitor with 1000:1 static contrast ratio, IPS is a reasonable expectation nowadays. I recently bought a Dell 24" IPS for $79. Yes, more expensive but also bigger.
But if you're OK with TN then go for it.
Other than viewing angle better on IPS, is there anything better on IPS than VA? I don't care much about viewing angle since its primarily used for office work. Anything else I need to look for?

This is TN, not VA. IPS is also significantly better at color reproduction. For office work I would definitely get IPS if you are going to be looking at the monitor hours on end.
