Steps for Google GSuite users.
This offer only works with the lastest beta version of GPay. However, the latest version of Gpay does not work with GSuite users. You can create a new personal gmail account or use one you already have.
When you get the prompt that this version does not support GSuite, choose the option to switch accounts and enter your non GSuite gmail. Once installed, add a qualifying credit or debit card to Gpay then activate the Target $21 offer and make sure it's attached to the card.
The new Gpay app will have a seperate icon so make sure you are going to the right Gpay app.
Follow the link to Target or just go to Target.com and buy something $50 or more and checkout using the attached credit or debit card. I bought 2x Home Depot cards at $25 each. Once checkout was completed, I got the reward confirmation immediately on the app.

GPAY is using a cash back site R-10 and one more to track your credit card or debit card transactions. Some of those CB sites already do this but GPay is presenting it as their feature. Those sites don't support Discover or Target Red Card, hence no deal on that. For insights portion they are using an aggregator service known as Plaid that is part of Visa now. You have to link your bank and credit card accounts(using your online banking credentials, and yes they will store it). They will pull all your transactions from those linked bank and card accounts. This includes not only your spendings but all the direct deposits and paycheck you get into those accounts. Now, you know it. It is up to you what all you want to share with them and whether to use it or not.
Like most Google apps, the UI is trash.
I spent $60 (Target gift card + $10 to him). Got back $21 + $21 + 10= $52
He spent same.
So for $120 spent we get back into our bank account $104 and still have $100 in Target.
