Apparently it only looks at BofA cards. Where as the Chase 5/24 rule looks at any credit card issued to you, regardless of which company issued it to you.
Edit: Adding the 7/12 and 3/12 rules for BofA higher up to this comment.

Only time # changes is usually if you're doing something like converting a mastercard to a visa

The one they're offering to change over originally didn't even have any rewards at all. It was one of my first credit cards ever from 15 years ago that I got just to "have credit" and they changed it over to the current one about 2 or 3 years ago.
Make sure the offer they sent you is the same where they give you a choose to select the category of your choice for 3%, they are also asking the cash rewards existing members to convert into unlimited 1.5% , that means, you will lose the category selection option, and every purchase with be same 1.5% rewards
Credit cards with a fixed cashback rate are usually served as a backup card for purchases outside the categories that earn high cashback rates from other credit cards you have. For instance, Card A is currently has 3% on rotating categories like groceries. Card B offers a straight 1.5% on all purchases. So when you go to supermarket, of course you will swipe Card A to earn 3%. When you pay your utility bill, however, you will put your expense on Card B and earn 1.5% since Card A will only have 1%.
Smart consumers will have more credit cards issued by different banks to take most advantage of credit card rewards/cash back. For instance, Discover and Chase Freedom Flex has 5% CB on rotating categories quarterly. Citi Custom Cash has 5% CB on the top spending category of the month. Citi Double Cash gives you 2% back on all purchases. AMEX has AMEX Offers with tremendous discount from various merchants (Ex. $200 off $600 from Dell, $25 off $75 from Chewy).

Call them and tell them to reopen those two old accounts and promise them you will use them a lot and will make a big purchase on it. They can reopen it. I've done it before.
